Release of police documents trouble investigator and author SALT LAKE CITY (AP) The release of selected police reports on the 1985 Mark Hofmann murderforgery case to the Mormon Church sets a chilling precedent for similar requests in future investigations, a former detective said Friday. The Salt Lake City Attorney's Office on Thursday turned over to the church and The Salt Lake Tribune 39 pages gleaned from 22 of more than 1,000 internal memos generated during the Hofmann investigation.

Jim Bell, a former Salt Lake police detective who now is chief investigator for the state medical examiner, said he objected to the release because "down the road, what happens at the next homicide, or the homicide after that? "What stops someone from coming in and asking that these things be released?" Bell said. "Homicide detectives work hard enough without having to copy their case notes for anybody who walks in and asks for them." And Linda Sillitoe, co-author of "Salamander" one of three books on the case said the release poses the possibility that investigators or writers may become the targets of lawsuits. "Information on this is in the public interest," she said. "But if people are sued for talking or writing I think people should think about the implications of using the law against those who make information public." In closing an unreleased summary of his investigation obtained by The Associated Press, Salt Lake Police Sgt. Don Bell wrote of his "utmost displeasure" at the prospect of turning information over to the church.

"I am also personally concerned about the church using any of the information provided them, by SLCPD, in any litigation or other legal action where I or the Salt Lake City Police Department might be named as defendants," he wrote. However, church spokesman Don LeFevre said Friday he was "not aware" of any plan for litigation by the church. And Ken Farnsworth, a principal Hofmann investigator who has Sugar Continued from Page B1 GATT negotiations, the Administration must continue to send the message to other nations that we are not willing to give away the U.S. domestic sugar program while gaining no concessions from other sugar producing countries." Yeutter said the agency would continue to monitor whether additional changes in the sugar quota are needed. Universal Continued from Page B1 offer.

The two companies then sued each other over the takeover struggle and the issue went to federal court in February. First the District Court and then the 7th Circuit Court of Appeals upheld the constitutionality of the Wisconsin Business Combination Act and the "poison pill" provision in Universal's bylaws, both of which are designed to prevent hostile takeovers. High Voltage has appealed the A Accreditation Continued from Page B1 This would be a major break from the school district's present configuration. Currently, Wood River JuniorHigh accommodates grades seven through nine. The ninth-graders would move to Wood River High and sixth-graders would move to the new middle school.

The junior high school would become part of the elementary school. Local parents attending Tuesday's meeting said they would be most concerned about moving sixthgraders to the middle school. Homer said the trend nation-wide is toward sixth-graders in middle school, which provide a slower, more controlled transition to high school. In other matters, the board votedto hire another sixth-grade teacher, following a presentation of enrollment figures this year. The money will come from the additional $80,000 the district will receive for its overall increased enrollment.

Student enrollment the second week of schcol was 2,287, up by 64 from last year, preliminary figures show, Homer said. Bellevue Elementary, a grade K-3 school, showed the biggest drop, 35 returned to patrol duties, said the "mitigating factor" is that the information already was well-known, both in news reports and in the books. "If it's already been made public, there's no harm at this time," he said. Hofmann confessed to the pipebomb murders of Mormon bishop and document collector Steven Christensen and Kathy Sheets, wife of a former Christensen business associate. He said they were intended to keep his dealings in fraudulent and forged documents from being revealed.

The Church of Jesus Christ of Latter-day Saints bought several bogus documents related to early Mormon history, and Hofmann sold hundreds of other forgeries to collectors across the country. He is serving a life term at Utah State Prison. The other two books are "The Mormon Murders" and "A Gathering of Saints." Attempts to contact their authors were not successful Friday. The church is seeking to counteract contentions that its officials lied to or at least hampered the investigation into the murders and forgeries. City Attorney Roger Cutler, said in a legal opinion accompanying the notes that while police information generally is privileged, an exception was made in the Hofmann case.

He said it was his understanding that the church sought access to the documents "partially to be able to authoritatively address their perception that the authors used considerable poetic license" in interpreting information gained from investigators and others who were interviewed for the books. Richard Turley, managing director of the church's historical department, is to co-write the book, which has the approval of church leaders. Turley declined an interview with The Associated Press Friday. However, he was quoted in the church-owned Deseret News as saying the police reports contain "nothing startling" and represent only a fraction of the information he has gathered from investigators, U.S. raw sugar prices reached a peak of 24.7 cents per pound before the quota increase was announced.

Prices have since dropped to about 23 cents, according to figures announced Thursday by the Agriculture Department. The department predicts that world sugar production for 1989-90 will reach a record 106.75 million metric tons, raw value. However, global sugar consumption is case to the U.S. Supreme Court, which has not yet decided whether it will hear the appeal. "If the court did rule this is unconstitutional.

I suppose (High Voltage) would come back at us," said Paula Norton, Universal's director of corporate communications. However, Osborn said, "The constitutionality of Wisconsin's Business Combination Law has upheld through the court system and we do not anticipate the Supreme students, with Hailey Elementary, grades 4-6, the biggest gain with 50 new enrollees. The district needs to watch the drop in lower grades because it may reflect young families leaving the area due to increased costs of prosecutors, Mormon officials and the victims' associates. LeFevre said Turley did not want to reveal his approach until the book is published by a private company early in 1990. But Turley told the newspaper he was "more convinced than ever that the church officials' roles have been misinterpreted and misunderstood in the other three books." "The books published so far have put together half the pieces of the puzzle.

And some of those: are put together wrong," he said. "Other pieces don't belong to the puzzle at all. And some of the pieces have been fabricated to fill in the gaps. "My book supplies the other half of the puzzle," Turley told the newspaper. "I think people will be surprised how much the puzzle is changed when all the pieces are there." Hugh Pinnock, then a member of the church's Quorum of the Seventy and a member of the board of directors of First Interstate Bank, helped Hofmann obtain a $185,000 signature loan to buy a nonexistent collection of purported Mormon documents.

Hofmann used the money to pay off other investors he'd defrauded. Police have said Hofmann killed Christensen, an intermediary in the acquisition of the collection, to mask his deception and planted the bomb that killed Sheets as a diversion. In its report, the Tribune said two unreleased police summaries outlined detectives' frustrated attempts to interview church officials; incidents in which church security officials interviewed witnesses. before detectives, and involvement of church officials in plans to purchase documents from Hofmann while later denying to detectives those plans existed. Sillitoe said that in preparing.

"Salamander," she and co-author Allen D. Roberts made several requests to interview church authorities, but were able only to obtain a written response to 12 questions. "It's not the same as sitting down and letting someone explain their perceptions," she said. "I think their point of view is expected to rise by about 1 percent to 108.72 million metric tons during the same period, exceeding production for the fifth straight year. Roughly 12,000 sugar beat and cane farmers participate in the U.S.

sugar program, including nearly 600 from southwestern Idaho and eastern Oregon. The raw value of: Idaho's 1988 sugar crop was $180 million. Court will act to overturn that law." On July 7, High Voltage offered to acquire Universal in a "friendly merger" for $42 per share $4 more per share than its most recent stock bid in a negotiated transaction. Again Universal's board refused. High Voltage still owns 3.7 percent of Universal's common stock.

One of High Voltage's parent. companies is Berisford PLC, a British food company that almost bought Amalgamated Sugar Co. last year. housing, Homer said. In other action, the board appointed Trish Wilson as a trustee, representing Zone 5.
